Brentwood Borough Council have been webcasting since 2004. They have an M500 system with fixed cameras and a feed from the PA system in their Council Chamber, the system consists of a mobile unit which can be used to webcast from remote locations. The service is under the aegis of Democratic Services and a wide range of content such as Development Control, Licensing Committee, Full Council and Community Panel meetings is produced 3 to 4 times a month.

Cambridgeshire County Council

Headed up by the Democratic Services Department, Cambridgeshire County Council have been webcasting since 2001. Predominantly webcasting Cabinet meetings from one of their committee rooms Cambridgeshire have also used their D500 mobile unit to film talking head style clips and internal training videos.

Ayuntamiento de Getafe, Spain

Ayuntamiento de Getafe started webcasting in October 2005 and were the first council outside the UK to webcast using the Public-i system as part of the eParticipate project. They use a hybrid system with fixed cameras in their Chamber with a D500 mobile unit as their control station and have captured a very broad range of content since their launch encompassing formal meetings, interviews, youth events, talking heads and book reviews.

Fingal County Council

Webcasting since January 2006 Fingal County Council joined the eParticipate project in March 2005. They webcast a variety of meetings such as Full Council, Budget, Planning and Development and Area Committee from their Chamber which has a M500 system – this is a system with fixed cameras and a mobile D500 encoder unit which has been moved out of the Chamber to webcast awards ceremonies, community group events and meetings.

Hertsmere Borough Council

Hertsmere Borough Council have webcast since the end of 2005. Using a M500 unit with fixed cameras they film from two rooms within the Council building. Webcasting is managed and operated by both the Communications and Democratic Services departments who regularly webcast both Executive and Full Council meetings with specific meetings of public interest such as some Planning Committee’s also being covered.

Cherwell District Council

Cherwell District Council has been webcasting since July 2004. The service is run by the Communications Team and trained operators are supplied by a range of Council departments. All webcasting takes place in the Council Chamber where a fixed public-i F500 system is installed.

Budget Briefing sessions, Executive and Full Council meetings and most recently the Chief Executive’s Staff Briefing are all currently Webcast. Cherwell is looking to add Member introduction, talking heads, tourism and other short films to its range of webcast content.

Devon County Council

Devon County Council has been broadcasting a range of content online since November 2003. At present the authority has a fixed F500 system in its Council Chamber and an additional R500 portable unit which is used in Committee Rooms and at off-site locations.

The service is provided under the auspices of the Communications Department, initially in response to a high level of local activism over Council Tax. Since then, Devon has been extremely active in providing a broad range of content to inform and entertain residents, including Consultation Panels, Scrutiny, Executive, Development Control, Environment, Full Council, Schools Organisation Committee and Budget meetings as well as filming internal content such as the Council Worker of the Year.

East Sussex County Council

East Sussex CC have been webcasting from the fixed installation in their revamped Council Chamber since December 2003. Since the inception of the project the equipment has been used to transmit Full Council, Cabinet and more recently Planning Committees and all meetings of the Health Overview and Scrutiny Committee (HOSC). The facility is shared with the Sussex Police Authority who webcast their monthly formal meeting. The authority also produced and streamed a short film to publicise the work carried out by volunteers in the region early in 2007.

Stroud District Council

Headed by the Democratic Services department Stroud District Council have been webcasting since 2006. Using a D500 unit the team regularly webcast Development Control, Overview, Scrutiny, Full Council and Cabinet meetings.

Stroud use automated camera control with the cameras being controlled by the Auditel audio system.

Council of the Isles of Scilly

The Council of the Isles of Scilly began webcasting at the end of 2004 with a system consisting of fixed cameras in their Council Chamber and a M500 mobile webcasting unit, they also have a Canon camera which can be used to film out in the community. They provide one to four webcasts a month with content including Health and Scrutiny, Planning, Policy and Full Council meetings.

Kingston upon Hull City Council

When the transfer of council housing stock was on the agenda, Kingston upon Hull City Council wanted to ensure that as many residents as possible would be able to follow the debate. The decision was therefore made to acquire a fixed public-i F400 webcasting system for its Council Chamber.

Kingston-upon-Hull entered its fourth year of webcasting meetings from the Council Chamber in March 2007. Using an F500 encoder, content has been predominantly Full Council Meetings; however recent webcasts include the 2007 local election results and Mayor Making Session.

Lancashire County Council

Lancashire County Council has been webcasting since August 2002. The authority broadcasts a range of content via fixed systems in their Council Chamber and one Committee Room, together with hybrid solutions consisting of fixed cameras in three further committee rooms and a mobile unit. The service is led and run by the Democratic Services Department. A wide range of content is webcast, including Full Council, Cabinet, Planning and Scrutiny meetings.

Local Government Association

The LGA currently produces a varied selection of webcast content including policy review groups, leader's briefings, a variety of conferences and events including Local Democracy Week and the Annual Conference. It also webcasts evening seminars and internal staff briefings. All webcasting is done using fixed public-i F500 systems installations in a meeting room and in the main conference room. The service has been run by the Information Services Department since March 2003.

London Borough of Camden

One of Public-i’s very first and most prolific clients, LBC Camden have been webcasting since February 2002 under the auspices of the Committee Services team. The authority use the fixed F500 installation in their Council Chamber to capture Full Council, Executive, Licensing and Development Control meetings together with a wide range of one off events.

London Borough of Croydon

The London Borough of Croydon started webcasting in March 2004. Content includes Planning, Cabinet and Full Council meetings and offsite Neighbourhood Partnership meetings using an M500 installation in their Council Chamber and a mobile R500 webcasting unit. The service is run by the Democratic Services department who are responsible for evaluating webcasting for the eDemocracy National Project.

London Borough of Hounslow

The London Borough of Hounslow was the first local authority in the UK to provide a webcasting service. Since April 2001 the Authority has webcast a range of content including Borough Council, Executive, Overview and Scrutiny committee’s, and various Children and Young People Scrutiny Panel meetings.

Hounslow has a fixed installation in its Council Chamber with cameras remotely controlled by the delegate microphone system. The service is run by the Democratic Services department.

Mole Valley District Council

Mole Valley District Council has been webcasting since October 2002. The webcasting service is managed by the IT department which oversees the production of a large number of webcasts including Council Meetings, Development Control Committee, Housing Stock Transfer, Licensing Committee internal staff briefings and youth events. Content is captured via a Public-i F500 fixed system in the Council Chamber and an additional D500 mobile unit.

London Borough of Haringey

The London Borough of Haringey began webcasting with a D500 system in 2005, their content ranges from the webcasting of meetings such as Full Council, Overview and Scrutiny Committee and Planning. They have also made short films, webcast junior debates and made Councillor interviews. Integration with the Public-i Content Management System and their own Committee Management System Modern.gov is also due to happen this year.

Moray Council

Currently the only Scottish Council actively webcasting meetings, Moray has been using an F500 since 2005 covering a wide range of content including Environmental Services Committee, Education and Social Services Committee, and Full Council meetings.

Moray is a good example of an integrated camera system whereby a camera will automatically focus on a Member when the delegate microphone is activated.

Rother District Council

Rother District Council launched their webcasting service in March 2006. The authority has chosen to focus on the production and streaming of short films to inform the public regarding specific issues. The service is run as a joint collaboration between the web and democratic services teams and they have used their R500 unit to successfully produce, film and edit short films on a range of topics.

South Oxfordshire District Council

South Oxon has been using a D500 since 2005, webcasting meetings from the Council chamber. Content includes Planning meetings, Annual Council meetings, and recently, live coverage of the local election results.

The Council is also unique in having Outburst www.southoxon-outburst.co.uk which gives citizens news and views online. This includes a monthly news roundup, interviews with Council officials, and an excellent youth Q&A with Boris Johnson, well worth watching! Outburst also gives citizens the chance to generate their own content and use it as a discussion forum.

City of Vrutky (Slovakia)

The City of Vrutky launched their webcasting service in September 2005 with a musical extravaganza to celebrate the 750th anniversary of the city’s inception. As part of the eParticipate programme they have subsequently focused on formal meetings captured using their D500 unit as a service run by their IT department.

Waverley Borough Council

Waverley Borough Council has been webcasting since January 2004 using a fixed Public-i F500 installation from its Council Chamber. The Council has successfully webcast a number of youth and special events held in the Borough. A full range of Council meetings are also captured, with Planning meetings proving particularly popular. The service is run under the auspices of the Corporate Services Manager.

Waverley joined the award winning eParticipate project in 2006, which encourages wider awareness of Council decision making through the localization and dissemination of webcasting across Europe.

Blyth Valley Borough Council

Borough of Crewe and Nantwich Council

Predominantly Development and Control meetings have been webcast, and there has been encouraging interest in a topic that is obviously an important topic for citizens.

RMT

Epping Forest District Council

Bristol City Council

Bristol City Council has a proven track record of using new technology to broaden democratic engagement through e-petitions, discussion forums and campaign creation. Viewfinder’s underlying assumption is the fact that pictures, still or moving, are often the most effective way to communicate. This project uses Web2.0 techniques from successful sites such as YouTube and MySpace in order to create a new trusted and neutral social space. This use of multimedia techniques engages young people in the democratic process as well as addressing the fact that many people, of all ages, are turned off by the democratic process because “it is all about words”. The issue of user preference is also tackled by the ability to use mobile phones as one of the communication channels moving away from the dominance of the PC as the primary tool for eDemocracy.
